NOTICE TO BIDDERS

 

INVITATION FOR BID

The American Samoa Power Authority (“ASPA”) hereby issues an Invitation for Bids (“IFB”) for:

 

Pole- Mounted Transformer Purchase/Delivery

 

1.         GENERAL DESCRIPTION

ASPA invites bidders to submit formal written bids for prices and delivery of pad- mounted transformers.  The complete description of required deliverables is listed in the attached Scope of Work, which is incorporated herein as if fully set forth.

 

2.         DATE/TIME/PLACE FOR BID SUBMITTAL

 

Each bidder must submit his or her bid in a sealed envelope addressed to the Procurement Manager.  An original and five (5) copies of the bids must be received at the ASPA Procurement Office no later than 10:00 a.m. local time on­­­­­­­­­­­­­­­ July 23, 2007.  Late submittals will not be opened or considered and will be determined as non-responsive.  All  shall provide sufficient written and verifiable information that responds to the specifications of this IFB, and in accordance with the attached Scope of Work.

 

3.         PRE-BID QUESTIONS

 

Any pre-bid questions and/or clarifications shall be submitted to www.aspower.com or the Procurement Manager in writing (through electronic mail or hard copy) no later than July 02, 2007.  ASPA shall issue addenda to address questions and/or clarifications as necessary on July 09, 2007.

The American Samoa Power Authority reserves the right to:

1.      Reject all proposals and reissue a new or amended RFP.

2.      Request additional information from any  submitting a proposal.

3.      Select a firm for award based on other than “least cost” (e.g. capability to complete work in a timely fashion or proven technical capabilities).

4.      Negotiate a contract with the firm selected for award.

5.      Waive any non-material violations of rules set up in this RFP at its sole discretion.

GENERAL TERMS AND CONDITIONS

 

IFB NO. 2007TD1006

 

 

1.         PREPARATION INSTRUCTIONS

 

The bid must contain three (3) parts.  Bidders shall prepare all bids in detail accordingly.

 

a.         Technical:  Bidder must describe its approach in addressing any duties outlined in the Scope of Work.  This includes delineation of specific actions bidder will undertake to achieve the goals and objectives outlined in the Scope of Work.

 

b.         Prior Related Experience/Past Performance:  Bidder must describe its related experience, background, past performance and credentials, as set forth on the attached Bidder Qualification Sheet, which is incorporated herein as if fully set forth.  This includes a dossier of personnel qualifications.  Bidder should provide references (2 or more).  Bidder must hold appropriate and current business licenses

 

c.         Bid Price:  Bidder’s must set forth the rate for each type of transformer as stated on the attached Bid Form, which is incorporated herein as if fully set forth.

 

2.         BASIS FOR SELECTION – EVALUATION

 

Bids for each type of transformer will be evaluated by a Source Evaluation Board (“SEB”).  SEB members will be chosen by the Chief Executive Officer.  Submission of a bid shall constitute a waiver of any challenge or dispute of the SEB members, as well as the choice of methodology set forth on the SEB score sheets.  The awards will be made by ASPA in accordance with the evaluation criteria set forth herein and with Section 3-111 of ASPA’s Procurement Rules.

 

The results of the SEB’s evaluation shall be documented and a determination shall be made by the SEB of those responsible bidders whose bids are susceptible of being selected for award for each type of equipment, in descending order.  The determination shall be included in the contract file.

 

The results of the SEB evaluation will be documented and the SEB determinations will be sent to the Procurement Manager.  The Procurement Manager, upon receiving the Source Evaluation Board’s written recommendations for the bidder of each type of equipment, shall make a written determination of which proposal is most advantageous to ASPA and forward to the CEO.  The CEO will forward the final determination to the Board for final approval.  The Procurement Manager shall notify the winning bidder(s) accordingly.  The other bidders determined by the SEB as susceptible of being selected for award shall be offered an opportunity to execute the Agreement at their respective equipment rental rates as bid.

 

ASPA reserves the right to make the award to the bidder who submits the bid, which meets the requirements, set forth herein and best meets the needs of ASPA after taking into consideration the aforementioned factors.  ASPA also reserves the right to select portions of a bid, or to reject any and all bids.

 

 

 

3.         WITHDRAWAL OF BID

 

Any bid may be withdrawn prior to the scheduled time for the opening of bids by notifying ASPA in a written request.  No bid may be withdrawn after the time scheduled for opening of bids.

 

4.         OPENING AND COMPARISON OF BIDS 

 

 In accordance with Procurement Rule § 3-110, bids will be opened and recorded as part of the record for the Source Evaluation Board on the date and at the time indicated above at the Procurement Office in Satala or in another place designated by the ASPA Procurement Manager in writing.

 

5.         IFB CONDITIONS

 

ASPA reserves the right to issue any addendums to this IFB.  Bidders shall send ASPA a signed form confirming receipt of any addendums, and shall submit supporting/additional information as required by any addendums.  In the event that any bidder fails to acknowledge receipt of any such addendum in the space provided, his bid shall be considered irregular and will be accepted by ASPA only if it is in ASPA’s best interest.  In the event that addenda are not received until after the bidder has submitted his bid, a supplementary bid may be submitted revising the original bid.  Such supplementary bids must be received by ASPA prior to the scheduled time for opening of bids.

 

 


 

IFB # 2007TD1006 POLE-MOUNTED TRANSFORMER

SCOPE OF WORK

 

The American Samoa Power Authority issues the Invitation for Bids in order to solicit prices and delivery of pole-mounted transformers for the Transmission and Distribution Division.  These transformers are part of the division’s annual materials inventory for their daily operations. 

 

                       

1.0             SITE CONDITIONS

 

ASPA is a tropical island based electric, water, solid waste and sewer utility. Power lines are installed close to the sea front where they are exposed to salt spray from the sea.  The average rainfall in American Samoa is 200 inches.  Salt spray on the insulators and transformers is a major source of faults especially when there is light rain after a long spell of dry weather.  Tracking from insulators onto cross arms and wooden poles have caused a lot of faults and power outages.

 

Salt air is very corrosive on metals.  This is the reason why we resorted to buying totally stainless steel transformers.  Condensation in transformer tanks is another source of problem if there is too much moisture mixed with the transformer insulation oil.  Transformers must be fitted with breathers to eliminate as much of the condensation.

 

 

2.0             GENERAL REQUIREMENTS

 

Transformers shall be capable of operation satisfactory in an ambient temperature range of 75 to 95    degrees Fahrenheit, relative humidity of 90%, and humid coastal environment.  The altitude range shall be from sea level to 3 feet above sea level.

 

The transformer design, construction and testing shall be in accordance with the latest accepted published ANSI, IEEE< and NEMA standards such as:  ANSI C57.12.00, C57.12.22, C57.12.70, C57.12.90, and NEMA TR – 1 and TR –P9 – 1977, and REA U –5.

 

 

3.0             VOLTAGE

 

        The ASPA uses a 13.2 KV/7.62KV multi grounded system for its primary distribution feeders.  Transformers will be connected as single phase or connected as three phase banks for three-phase loads.

 

 

4.0             TEMPERATURE RISE

 

        At rated voltage and KVA, the temperature rises of the windings of the transformer shall not exceed 65 degrees C when measured by the resistance method.  The hot spots temperature rise shall not exceed 80 degree C, in accordance with the latest Revision of ANSI C57.12.90

       

(A) Transformer Tank, cover bottom and associated hardware and brackets shall be fabricated from Type 304L or type 304 low carbon (0.05%) stainless steel.

 

(B) Paint to be used for the transformer tanks and cover, shall be #70 gray.  If special corrosion, resistant paint or painting methods are available, describe their advantages and indicate a price addendum, if any.

 

(C) Bushing shall be #70 gray with a minimum leakage of 17”, 25 KV insulation class 150KV minimum BIL.  There shall be a corona protected high voltage gasket to prevent tracking on transformer cover.  (Each transformer shall have two primary bushings)

 

(D) If manufacturers have other features which will extend the life of their transformer in a corrosive seacoast environment, they should describe the feature(s) and indicate any price addendum for those features.

 

(E) For each size transformer, bidder shall quote the guaranteed average No Load (N/L loss) and average Full Load (F/L loss) losses in watts.  Bids will be evaluated in accordance to the following formula:  Evaluated Cost =  Bid Price + N/L losses * $9.17 + F/L loss # $4.59

 

(F) The supplier of the transformers shall provide ASPA with certified test reports of the supplied transformers.  If the average losses are higher of lower than quoted losses, the invoice will be adjusted accordingly.  If the difference in losses is excessive, ASPA reserves the right to reject the transformer and require the manufacture to remanufacture new transformers in according with specification and quoted losses.

 

(G) Transformers shall have two (2) primary bushings.  Bushing insulation class is 30 KV BIL.

 

(H) Transformers shall have four (4) 2.5% taps all below the rated voltage, to boost secondary voltages. Taps shall be set up as follows:

 

Tap 1 – 100% or 7.62 KV

Tap 2 – 97.5% or 7.42 KV

Tap 3 – 95% or 7.23 KV

Tap 4 – 92.5% or 7.04 KV

Tap 5 – 90% or 6.85 KV

 

(I)   Transformers shall have one tank mounted MOV lighting arrestors with insulated bird guard and insulated jumper to the bushing.

 

(J)  Transformer oil shall comply with EPA regulations for non-PCB oil.  Each transformer shall be clearly marked with a “NON-PCB” sign.

 

(K) Transformer shall be conventional, not CSP transformers.  Transformers shall be protected with outside mounted fuse cutouts.

 

(L)  Transformers shall be capable of being connected into three-phase banks.

 

5.0       DELIVERY

 

Bidders must clearly state in their bids:

 

Date the transformers will be ready for testing at factory.

 

Shipping date from a West Coast port, specifying port to Pago Pago.

 

All transformers to be priced CIF PAGO PAGO

 

 

6.0  PAYMENT

 

1/3 upon receiving of bill of lading stating order is on the boat (FOB West Coast) en-route to Pago Pago

1/3 upon arrival at ASPA Tafuna Warehouse and pass inspection

 

1/3 after 45 days of arrival
